I first heard this on the Office, but now I realize it goes much further than that.
I haven't updated the correctly spelled Captain, but it has been corrected I assure you.
These are made just like the larger pennants just a lot smaller. Screen printed on stiffened felt with stitched trim boarder on the side. These have a riveted hole punched in them to put a hook in to hang it from your tree or just hang them on the wall for year round enjoyment.
I design, hand cut, hand screen and finally hand stitch each pennant in my subterranean studio. All possible care is taken to assure consistency but slight variations may exist within the run.
